Yes, you can still block people even if they are not added and nothing that nobody can see your profile in any way unless they hack into it [which is extremely difficult to do as they would have to have your password e + e-mail] Just so you know if you're on the profile is private, then no other you and the people in your "friends" list can view your profile and photos. If you want to block someone and then go to their profile and select Block USER.
